Sébastien Le Prestre, marquis de Vauban (1633-1707), ingénieur militaire de génie, apparaît comme l’un des premiers auteurs de la notion d’« inviolabilité » du territoire. Il édifie sous Louis XIV plus de 200 places fortes aux frontières de la France, jusque-là très vulnérables face aux incursions ennemies, il n’aura de cesse de construire une véritable « ceinture de fer », pour faire de la France un « pré carré », selon son expression. Plus vaste que la ligne Maginot, ce système défensif hors du commun constitue encore aujourd’hui un patrimoine sans équivalent dans le monde, si ce n’est la grande muraille de Chineà
